基本面我们先来说说央行行长周的“池子论”——“如果短期的投机性资金要进来的话，我们希望把它放在一个池子里，并通过对冲不让它泛滥到中国的实体经济中去。等到它需要撤退的时候，我们再把它从池子里放出去让它走。这将在很大程度上对冲掉资本异常流动对中国宏观经济的冲击。”——从这段话来看，“短期的投机性资金”管理层会将它引导到虚拟市场，而不是泛滥到实体经济中，虚拟市场是股市，债市，还是其他？<o:p></o:p>
<o:p> </o:p>
　　“当然。。。。。。让这些资金流进来赚钱，大家心里都会很不平衡。。。。。。尽管大家在感情上可能很憎恨这种行为。。。。。。但是，总不能为了控制“二道贩子”，火车就不开了。那样的话，整个国民经济付出的代价要比治理“二道贩子”付出的代价要大得多。因此，必须要对代价进行衡量。”——这段话很明白的告诉我们，管理层在权衡利弊以后，对“短期的投机性资金”的行为是允许的，是能忍受的。<o:p></o:p>
<o:p> </o:p>
所以，尽管管理层解释池子是包括“存款准备金率的调整、对外汇结汇的管理、公开市场操作等调控工具”政策组合，但是股市必将成为池子之一。结合这次外国投行唱空中国股市的行为，我们更认为10月份的上涨是建仓行为，11月份的唱空正好是洗盘行为。这次通帐和热钱将会推动股市在2011年走强，这是大趋势。加息周期的初期和中期也支持股市上涨。解决通胀最好的办法就是把热钱吸引到股市，然后解决掉。怎么把热点吸引到股市来？上涨是最好的办法，先知先觉的资金已经布局完毕了。<o:p></o:p>
<o:p> </o:p>
但是，<?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:chsdate w:st="on" IsROCDate="False" IsLunarDate="False" Day="3" Month="12" Year="2010">12月3日</st1:chsdate>中共中央政治局召开会议，分析研究明年经济工作指出“以加快转变经济发展方式为主线，实施积极的财政政策和稳健的货币政策，增强宏观调控的针对性、灵活性、有效性”，货币政策已经转向，尽管将可能推迟的中央经济会议会进一步阐述这一财政和货币主题，但是基调基本确定下来了。如果从基调上直接认识，货币政策从积极转向稳健，肯定是紧缩了，通常的直接认识是2010年行情不会有。这和池子论和通胀和加息初期和热钱共振支持股市走强互相矛盾。那么我们到底应该服从和依据哪个？<o:p></o:p>
<o:p> </o:p>
我们回顾一下历次中央经济会议，1999年定调2000年政策的时候，是采取积极的财政政策和适度增加货币供应，和2008年定调2009年有些类似，2000年定调2001年的时候，货币政策就转向了——“继续实施积极的财政政策和稳健的货币政策”，这和2010年定调2011定调一样，2001年上半年，股市继续高歌猛进，最终见了2245。所以，尽管2010－2011年度的基本面和2000－2001年度的基本面有很大的不同，政策转向，股市不一定就没有行情。<o:p></o:p>
<o:p> </o:p>
所以，综合判断，我们还是认为12月上中旬中央经济会议之后，<st1:chsdate w:st="on" IsROCDate="False" IsLunarDate="False" Day="13" Month="12" Year="2010">12月13日</st1:chsdate>CPI等重要数据公布，<st1:chsdate w:st="on" IsROCDate="False" IsLunarDate="False" Day="15" Month="10" Year="2008">12月20日</st1:chsdate>左右第二次加息一旦出现或者说2010年第二次加息在12月份随后的日子出现，中期我们还是认为这个加息周期的初期到加息中期——股市中期走势比较乐观。<o:p></o:p>
